PRIME Minister John Howard's commitment to work towards a long-term aspirational goal for climate change continues to frustrate many concerned young people such as myself. We are the generation that will have to deal with the dangers that are to come if we do not act now on climate change. The science is changing every week — not for the better — and is increasingly telling us we need to do more immediately.

Shooting for zero

GREATER use of airconditioning will cause blackouts by 2030, warns the latest report commissioned by the State Government from the CSIRO.

If all Australian houses are built to zero emission standards not requiring airconditioning by 2016, this will lessen the effects of more severe weather forecast from human-forced global warming.

Companies from Britain and elsewhere are already building houses compliant with the 2016 code, some with cost increases of only 2 per cent more than similar traditionally built houses.

MELTING ice sheets in Greenland and Antarctica will cause the sea level to rise much faster than previously anticipated, according to alarming new NASA research.

The alarming prediction was made by a research team led by James Hansen, from NASA's Goddard Institute, and published in a peer-reviewed paper titled Climate Change and Trace Gases.

The document argues the Earth is perilously close to entering a new era of runaway climate change, warning that while conditions are currently classified as "serious", they are likely to tip into "dangerous" over the next decade.

AUSTRALIA has the potential to reduce its housing sector greenhouse gas emissions to zero if it replicates Germany's solar photovoltaic revolution according to a lobby group.

The European country installed 960mW of solar photovoltaic power in 2006, and will be increasing this to over 2800mW by 2010. At the current growth rate of solar electric installations in Germany, in 2010 they'll be installing the equivalent of over one million units on house rooftops per year.

“The UK government has made a groundbreaking decision. By 2050, 70 per cent of homes in the UK will be zero emissions.”

By 2016 all new homes built in the United Kingdom will be zero emission on heating and cooling. The UK Governments' 'Code for Sustainable Homes' legislates binding regulations for energy reduction with staggered targets: 25 per cent more efficient by 2010, 44 per cent by 2013, and 100 per cent, or zero emissions by 2016.

Greens push fast rail

AN environment group has called for $32 billion to be spent to link all eastern capitals with a 360km/h train.

It claims a high-speed rail network powered by 100 per cent renewable energy would eliminate greenhouse gas emissions produced by long distance air travel.

Beyond Zero Emissions said Adelaide, Melbourne, Canberra, Sydney and Brisbane could be linked in a visionary, nation-building project.

"At speeds up to 360km/h, a super-fast train would complete the Melbourne to Sydney route in under three hours," spokesman Matthew Wright said.

Plan carbon-neutral targets, council told

CARBON-neutral targets should be built into a new Manningham Council climate and energy plan, two councillors say.

Councillors Charles Pick and Warren Welsh have called on Manningham to follow other councils' leads in developing plans with specific carbon-neutral targets.

Cr Pick said the council should aim to become "carbon neutral by 2020", as part of its proposed Climate Change and Energy action plan.

Hybrids the way to go

THE potential for Australia to resurrect its languishing manufacturing
and secure home-grown jobs is being undermined by the Federal
Government's failure to promote the Plug-in Hybrid Electric vehicle
(PHEV).

The plug-in option is an enhancement Toyota says it might release in its 2009-series Prius.

Last year 960,000 new vehicles were bought in Australia, with only 20
per cent made here -- a 19 per cent fall from the previous year.

Mayor Jenny Farrar may claim that criticism of Yarra Council's green credentials is "unfair" (TMT, April 18), but the truth remains that its carbon emission targets are simply inadequate.
Last month Maribyrnong Council adopted a firm resolution to become carbon neutral across all operations by 2015. The Shire of Yarra Ranges will spend $790,000 to achieve net zero emissions within 12 months.
By comparison, Yarra's commitment to use 15 per cent green power in streetlights is worthless.

Two new environment groups have challenged Yarra Council, the Victorian municipality with the most Greens councillors, to “put its money where its mouth where its mouth is” on its own greenhouse gas emissions.

Climate change action group Beyond Zero Emissions has praised the Shire of Yarra Ranges for its plan to become carbon neutral by next year. MELTON Council will look at employing a climate change officer to
address greenhouse gas emissions across the shire.

Environmental services co-ordinator Rodney Thomas said having an officer
to focus on the worldwide issue was one way to tackle climate change.

He said the council had started other programs to make Melton more
environmentally friendly.

"We planted 30,000 trees last year, which will help to absorb carbon
emissions and create more oxygen," he said. "We have also switched some
vehicles in our fleet from six-cylinders to four-cylinders.
